Is the 3rd statement true? I feel, if it says that at most 400 homes 'can' have values greater than $325,000, it would have been true then.

At the most 400 means house number 1601 to 2000 have values greater than 325k
The statement is true because 80 percent ie 1600 homes are valued at 325k or less so remaining are above that figue

Because when 80 percent are definately 325k or less,the remaining have to be above 325k
