I am confused to tackle these kinds of questions. how do u know when to use 'estimates' or 'estimates that'.

also with suggest/suggest that or believe/believe that

In spite of discovering new sources of oil exploration in the Canadian oil sands and along the Norwegian coast, OPEC estimates oil companies, in order to conserve margins, to be more conservative in setting exploration targets than they have been in the past

A. oil companies, in order to conserve margins, to be more conservative in setting exploration targets than they have been -Correct
B. oil companies, in order to conserve margins, to set exploration targets more conservatively than they were -Incorrect comparison
C. oil companies to conserve margins and to set exploration targets more conservatively than they have -Change of meaning
D. that oil companies conserve margins, set exploration targets more conservatively than they have been - Improper construction. 2 items in a list should be joined with a conjunction. Anyways, presence of conjunction would also have been wrong because that would have changed the meaning.
E. that oil companies, so that they conserve margins, will be more conservative than they have been in setting of exploration targets -estimates "will be" is wrong; estimates to be is correct idiom
