Simple rule.
1. When Neither or Either is used, it is always singular.
Ex: Either is acceptable.
Either of the solutions is acceptable.

2. When two nouns are combined using Either or / Neither nor, the verb takes the number of the closest noun.
Ex: Neither the professor nor the boys were present.
Either the students or the professor is wrong.

Apply rule 1. You have the OA.

i think the question anceer had asked is what is the sbject of this sentence. Now this sentence is in the passive voice hence the subject is a design committee . However here the rule to reinforce is that neither/nor sentences will take the verb that is in agreement with the noun that is closest to it.

Neither of " the designs" – the X – and the other Y were selected by a design committee, but twenty-five years later, he had the opportunity to complete the building in a Gothic style.

Use of Neither so usage is singular
A. were selected by a design committee - plural verb
B. were being selected by a design committee - Same as A
C. have been selected by a design committee - Same as A.
D. was selected by a design committee - Correct.
E. has been selected by a design committee - Action is in the past. Incorrect usage of has
