"One of every five" sounds strange. One in five, one out of every five. Is the original here proper English?

"makes initial public offering" also sounds strange, like an article is missing. Again, proper English?

What is the question source?

A. makes
B. make
C. should have to make
D. have to make
E. have made

The subject is the singular 'one'. The verb should be also a singular as 'makes'. Hence, the plural verbs 'make' in B and 'have to make' in D and 'have made' in E are wrong. In C, there is no reason for the compulsion for the single company to have to make the IPO. A is the best chocie.

We must use the singular for of the verb because our subject is singular. Therefore, select A
