I think it comes down to what makes more sense:

"they are conserve energy" or "they do conserve energy"

Their windows(subject) are(verb) built to conserve energy, and they(subject) do(verb) [conserve energy]

I would pick C
Well what I think

the windows are built to conserve energy
it is a fact so we use the present form and
' They do' stand for they conserve the energy .

A wrong tenses use
B WRONG CONSTRUCTION
C ok
D ACKWARD with the use of being and have
E wrong use of past perfect

In this sentence the 'do' refers to the verb phrase 'conserve energy.' However, we do not have to repeat the 'conserve energy', as in, 'do conserve energy.' The ellipsis is the omission of the phrase 'conserve energy' as it is implied.

The verbs 'have' cannot function in this sense the way that the auxiliary verb 'do' does. In general when you want to refer back to a verb or a verb phrase, use 'do'.

B) are built to conserve energy,and they have - 1st statement - Correct present tense to convey that they are continuously made in present - 2nd - have is not a "to be" verb or main verb, its an auxiliary verb hence it does not complete the statement
C) are built to conserve energy,and they do - 1st statement - Correct present tense - 2nd - it has main verb "do" which completes the action of what windows do?
D) are being built to conserve energy,and have - issues similar to A and B repeat
E) have been built to conserve energy,and they are - issues similar to A and B repeat

I agree C is right. But I have a doubt. Does choice C still hold true if "are built" is replaced with "have been built"?

Hi csck.

Good question :). We can't use present perfect "have been built" here because of the intended meaning.
The intended meaning is that the windows are able to conserve energy NOW. it means the windows are complete products. If you use "the windows have been built....", you mean the building process has not completed yet. If the building process has not completed, how the windows can conserve energy? (the windows are still in testing step, for example). Thus, only simple present tense - "are built" - is correct.

KAPLAN OFFICIAL EXPLANATION:



C

The windows in question "have been built to conserve energy, and they are." Are what? Conserving energy, of course. The verb that follows are is left out, but its meaning is implied. Problem is, the verb is to conserve energy, not conserving. Are makes no sense. You can't say "they are (conserve energy)." You have to say, "they do (conserve energy)," in (C).
