I think your 2nd recommendation sounds like a good choice, since you already have your immediate manager (if you didn't, I would think differently.) He will give a different perspective than your immediate manager.
I think people forget that you want to use your recommenders as a strategy as well. You don't want both of your recommenders to say the exact same thing--candidate is great, hard working, etc. You want them to give different examples, different stories, different perspectives of your strengths and weaknesses.
