doubt on 3rd question among 50 IR Qs of OG 13

Dear all,
I have a question regarding 3rd IR question among 50 Qs available online. In the question it says that the at least half of the potential savings is equal to discount in registration fee. But in the solution it doesn't consider the amount of discount in registration fee when an attendee stays in block, so the total saving is equal to 2(X-Y), which I cant really get. Therefore I thought the answer would be 2(X-Y)/3 as explained below. I really appreciate if you could help me to understand my mistake here.

My solution:
The total cost for an attendee stays in the block and gets a registration discount: 2X+(a-b); where X denotes the block rate per one night, a the registration fee, b the amount of discount
The total cost for an attendee doesn't stays in the block: 2Y+a; where Y denotes the lowest room rate available for one night, a is the registration fee (without any discount)
The total saving will be then (when an attendee doesn't stay in block) = 2X+(a-b) - (2Y+a) -> 2X-2Y-b
and the half of the total saving will be then X-Y-(b/2)
if the registration discount (b) is at least half of the saving -> b=X-Y-(b/2)
then b=2(X-Y)/3
