It really varies based on the person. There's enough work to keep you busy more than full-time. Of course that depends on a lot of factors like: how hard you work, how easily the material comes to you, what grades you want to achieve, and your team members.
In my experience, the first year was significantly more rigorous than the second year. First year we had 5 class each quarter - where we spent about 3 hours of class time per week in each class. Plus at least 4 hours of work outside class. On top of that we had interview prep, resume building and spent a significant amount of time looking for internships, going to career fairs, etc...
Second year was significantly more relaxed. We only had 3 classes per quarter. And for those who had converted their internship into a job offer or had landed a job early, all the pressure of the job search was gone as well, which freed up a significant amount of time for them. Second year was when I saw classmates begin to start their own companies. You'll probably have time to improve your technical skills at that point.
