I think you have your answer. Usually that's how it works. Because it's easier to get into part-time programs and they have less students. So you need to write a detailed letter explaining why its great (and necessary) for you to switch and why their program is perfect, and why it would be good for THEM if you were to switch. Then allow them to evaluate you and see what happens,
