Although some consultants insist that agencies should offer all-inclusive fixed-agenda packages to overseas travelers, others advise that travelers will plan a trip only if time would be set aside for separately spontaneous excursions.

C. if time is set aside only for excursions spontaneously separate

The Original sentence, choice A contains :-
(1)a verb tense error; travelers will plan a trip ... if time would be set aside is not a correct construction. A future action that is certain (travelers will plan) must depend on a present tense condition; time would be is conditional, and the correct answer will be in the present tense.
(2) In addition, the phrase separately spontaneous does not make sense and should be changed. The adjective 'separate' is the correct form to modify noun'excursions'
Choice B fixes the verb tense error by changing would be to is. In addition, this choice replaces the confusing separately spontaneous with the the adjectives separate and spontaneous.
Choice C also fixes the verb tense error, but does not fix the adverb-adjective error and moves the position of only, changing the meaning of the sentence. If time is set aside only for excursions, then time is not set aside for any other purposes. The original sentence meant that travelers will choose to plan a trip in the case that they know some time is set aside for excursions, which is different.
Choice D uses the past tense was and, like choice C, misplaces only.
Choice E fails to fix the tense error in the original; it also rearranges the adjective and adverb without clarifying their meanings.
