The comparison is between more than 2 issues. Hence, most will be appropriate.
solid waste management and social security is a compound subject and requires plural are.

Ans: B.

D and E has verb error.
Use of the more with 'the' is wrong in C.
More is used when we are comparing only two thing. So A is wrong.
B is the correct choice.

Of the numerous issues the new government must tackle, solid waste management and social security are more challenging.
(A) are more challenging.
Superlative degree of Adjective should be used instead of Comparative degree since one issue is pitted against numerous issues. Hence Incorrect.
(B) are the most challenging.
CORRECT
(C) are the more challenging.
Superlative degree of Adjective should be used instead of Comparative degree since one issue is pitted against numerous issues. Hence Incorrect.
(D) is the most challenging.
Plural verb ARE should be used for plural subject. Hence Incorrect.
(E) is the more challenging.
Plural verb ARE should be used for plural subject. Superlative degree of Adjective should be used instead of Comparative degree since one issue is pitted against numerous issues.Hence Incorrect.

Do we use 'the' only with superlative form and never with comparative form ?
Article 'the' is used only with superlative degree. For comparative degree generally 'than' is used or other standard form of verb is used in comparative degree.
