But the stem doesnot specify the number of liters of the "certain batch of X" how can we say 4 liters in correct in Statement 1?

(1) The red ink is 2 more liters than the blue ink. Since the ratio of red:blue is 6:5 we can conclude that 12 liters of red was used.

Since the ratio of red:green is 6:2, we can then conclude 4 liters of green was used.

SUFFICIENT.

(2) Since we're given the ratio 6:5:2:2, and the total is 30 liters of color X, we can conclude 4 liters of green was used.

SUFFICIENT.

Answer is D.

R:B:G:Y=6:5:2:2

R:B:G:Y=6X:5X:2X:2X

(1) 6X=5X+2; Sufficeint.

(2) 6X+5X+2X+2X=30; Sufficient.

The answer is D
