Incorrect
Sentence fragment . The subject -A diet of sea foods does not have any verb.

B. is believed to be
Correct

C. believed to
Believed to the healthiest . Does not make sense.
Incorrect

D. some believe them to be
Incorrect
Same error as A

E. it is believed that they are
Incorrect
Same error as A

So IMO B is the answer.

Incorrect. We need a verb between foods & some. Fragment

B. is believed to be
Correct. Precise

C. believed to
Incorrect. Tense error, why we need past tense 'Believed'

D. some believe them to be
Incorrect. Pronoun 'them' seems ambiguous

E. it is believed that they are
Incorrect. Pronoun 'it & they' seems ambiguous

The main verb of the subject " a diet of sea foods " is missing in all the other options except in Option B.
