In recent years, businesses have become more conscious of their responsibility for society and had spent more on environment despite their strained bottom lines.

Had been---Past perfect is use for sequence of events in the past. Here usage of Had been is incorrect

Parallelism error: Have become.....and Had been.....

Responsibility to: Incorrect
Responsibility for: Correct

A. for society and had spent more on Incorrect

B. to society and had spent more on Incorrect

C. for society and spend more on Correct

D. to society and had been spending more for Incorrect

E. to society and are spending more on are spending is incorrect, we need to use present perfect

Is responsible to incorrect? I marked E and the OA is E. Can someone throw some light please.

You are 'responsible for'something or some person if you control or influence that thing or that person.
For instance, teacher is responsible for the lectures.

You are 'responsible to' some person if you are accountable to that person.
For instance, teacher is responsible to the principal.

In the given sentence, the businesses are responsible to the society or they are answerable to society. Therefore, use of 'responsible to' is correct.

I have never seen any GMAT official question that says "responsible to" in correct choice.
