You are 'responsible for'something or some person if you control or influence that thing or that person. 
For instance, teacher is responsible for the lectures.

You are 'responsible to' some person if you are accountable to that person. 
For instance, teacher is responsible to the principal.

In the given sentence, the businesses are responsible to the society or they are answerable to society. Therefore, use of 'responsible to' is correct.
