You are 'responsible to' some person if you are accountable to that person.

In the given sentence, the businesses are responsible to the society or they are answerable to society. Therefore, use of 'responsible to' is correct.

Is this an official question?
I have never seen any GMAT official question that says "responsible to" in correct choice.
