There could also be a tension between the importance and the dangers of using governmental power in order to transform society in the image of a programmatic vision.

Between X and Y....X and Y should be parallel to each other.
Parallelism here is between "the importance" and "the dangers". Both "the importance" and "the dangers" are parallel to each other.
Between/Among - Between is used to refer to two things which are clearly separated. Hence usage of between is correct here.

A. There could also be a tension between the importance and the dangers of using governmental power - between X and Y of .... is concise and parallel

B. There could also be a tension among the importance and the dangers of using governmental power

C. There could also be a tension on the one hand between the importance and the dangers of using governmental power on the other - this construction has changed the meaning of the sentence

D. There could also be a tension between the importance of and the danger of using government power - this construction says " between the importance of using governmental power and the dangers of using governmental power ", which is lengthy and awkward. Original sentence says simply "between importance and danger", hence choice A is better.

E. There could also be tension between the importance of and danger in using government power

1. between v/s among
when there are two entities 'between' is used, when there are more than two then 'among' is used.

There was a tussle between Sally and Adam.
The three siblings decided among themselves, how they wanted to plan the party for their parents.

2. Governmental v/s government

In the sentence 'governmental' is used along with 'power'. 'Governmental' acts as an adjective. Therefore, 'governmental power' not 'government power.
Compare with- There could also be a tension between the importance and the dangers of using soft power (Soft- adjective, right usage along with the word power).
There could also be a tension between the importance and the dangers of using Mayor power (Mayor- Noun- Wrong usage)

I am just shocked to see how D is wrong. I of and D of seem parallel.

If we can take A to be correct, that is, if we do not require OF after I, then maybe we never require any preposition parallelism?

The parallelism is perfect and the comparison is exactly in place

B. There could also be a tension among the importance and the dangers of using governmental power
among isn't the right usage and the parallelism is also of hemce out

C. There could also be a tension on the one hand between the importance and the dangers of using governmental power on the other
The parallelism is of and the other hand placement distorts the meaning and makes it akward

D. There could also be a tension between the importance of and the danger of using government power
The parallelism is of with the usage of 'of'

E. There could also be tension between the importance of and danger in using government power
The parallelism is of hence out
Therefore IMO A
