My answer is (D).

1) A group of students is plural, therefore we have to use 'believe'.
2) Use of 'that' once.
3) Not x but y is right idiom.

I would go with 'C'. 'Could be' is more emphatic than 'to be'.

What is 'OA'.

How can "A group of whatever" as a subject can have a verb "believe" ?

I say D, SV group of students can be plural , depending on context of sentence, and I think the context works here

group is singular - so it takes a singular verb "believes"

A group of sudents who have begun to clean up Frederick Law Olmstead's Morning Park in New York City believes that the park needs not to be redesigned but to be returned to its former condition

1)believes A group of students believe - should be singular...that the park needs not to be redesigned but to
2)believe that the park needs to not be redesigned but to...this is the more parallel choice using the correct tense of believe.
Strike3)believes that the park needs not to be redesigned but could
Strike4)believe that the park needs not to be redesigned but to
5)believe that the park needs not to be redesigned but that it

Students’ group definitely Singular whereas a group of students can be singular/plural depend upon the context.
For me D is more appealing than any other choice.
