If I were to pick between B and E, I would pick E.

B uses has determined which is a Present Perfect Tense. One of the use of the Present Perfect Tense is to show an action when the time period is not finished. This makes B sounds that more types of charges will be determined against Richard Nixon.

B could be re-written as:

The Supreme Court determined Richard Nixon to be liable for civil damages seven years after he was pardoned of any criminal charges.
