Colleges can reconsider scholarship decisions for genuine cases, however that amount may not be as substantial as you would expect. I have seen people negotiate for some scholarship amount even after they have entered the program, but success depends on how persuasive the student can be.
It should not hurt to ask Tuck for a scholarship because you have a strong reason and evidence of a strong profile with scholarships from 2 of the top schools in their regions. If you really know what Tuck should give for a scholarship so you can join them and manage your finances, give them that lead and see how it goes. Share with the school your elaborate reasons for requesting financial aid, be genuine and polite.
