I agree with D here.

It appears from the passage that cosmetologists walk a fine line when it comes to tipping.

They must convince an individual customer that:
(1) other customers tip more generously AND
(2) they [cosmetologists] are not making too much money.

The information we lack is HOW an individual customer makes a decision on tipping a cosmetologist.

1. He/she gets a feel of how much other customer tip.
2. He/she ascertains that the cosmetologist doesn't appear to be making too much.
