In Ledland, unemployed adults receive government assistance. To reduce
unemployment, the government proposes to supplement the income of those who accept jobs that pay less than government assistance, thus enabling employers to hire workers cheaply. Going with C.
The argument concludes that unemployed people have no financial incentive to get jobs since their total income is not going to exceed the government assistance anyways. But C provides that financial incentive... namely employed people can get higher paying jobs. So if the people get a first job somewhere they will likely be paid more for the next job.
E does not give people a financial incentive.
