A-> appears as if states attorny failed to honour -> reject
B -> awkward BY here also misleads like it does in A
C-> in its failure is awkward DOES not MAKE SENSE
D->failure in honouring is totally wrong
E->PERFECT promise of keeping records keep is correct usage

We really dont need passive voice and by. A & B out

in its failure is wrong

Attorney general wants to show cause.

Between D & E failure to honor is clearly better than failure in honoring.

"of keeping" and "in keeping" are out, so eliminate CDE

"of honoring" in B is awkward

A. I beleieve "by failing" in A and "by its failure" in B donot mean that they are passive.
I heard somewhere somebody said that "because of " is not an idiomatic expression in GMAT.

Can sombody confirm?
