C. "to be" is not much preffered in gmat.
Also, most aparantly a coma before that is not a common in gmat.

1. without comma, D is correct
2. with comma, B is correct

Between A &B, B is more succint. HENCE IMO its B
E is wrong as it changes meaning.
C also changes the meaning..adds more certainity.
Still If the expert could throw more light on one that and one they..it would be highly appreciated.

D does not seem wrong. However, between D and C, C is more concise and GMAT prefers concision. Hence, C should be the answer.

OA is B.

In D "that" points to the Sandreus fault and not to the discoverd fault. Hence the meaning of the sentence is changed in D.

Anothyer point: According to the OE , that in "one that" is redundant. This can be a reason for elimination as well.
