Between A and B.
determine is or determine are.
Typically most courses tell you to inverse the subject here and pick "are". I believe that " what is much more difficult to determine" can be treated as the thing (that is much more difficult to determine) is the reason. I believe I read this from one of the OG answer choices or in another discussion, I can check my log.
Therefore, "what is much more difficult to determine is A, B & C." is correct usage.
