Premise clearly says that "one of the limiting factor of the human physical performance is the amount of oxygen absorbed by muscles from bloodstream.

But the Entrepreneurs misinterpreted it and started to sell water with more dissolved oxygen.

The conclusion says that the Entrepreneurs' idea is useless. COz the less oxygen content is not the only reason for "the limiting factor of the human physical performance"

what's the function of the bold part? this part makes the water with extra O2 useless...

The only answer that makes such water useless is C

E does not support the conclusion. So what if the lost water can be replaced with ordinary tap water? Still, SuperOXY may be useful.
