Shouldn't it be B ... ? Fed reserve had raised a key short time interest rate AGAIN .. so this correlates to the 'rising' interest rates

I think it should be "B"-"Rising" is used as a participle, error in subject verb agreement is also corrected.
"E" has too many pronouns that make it confusing.

Agree with you, the use of "Again" may be the key. Btw, whats the OA ?

I guess B is correct since rising interest rates is plural. So using make is correct.

All other options have mistakes.
