30-60 minutes, tops. I grabbed a cab at 5:20 in midtown last Thursday and was at LGA around 6:00. Your cabbie will know which bridge/tunnels are backed up, if any, when you hop in.

only problem with you going from Penn is that you stop at Port Authority and Grand Central before heading to LGA. But their times factor in traffic at those hours, and i have taken it and always reach before the scheduled time.

Thank you all for the responses. The objective is to get there as quickly as possible, regardless of how much it costs (well as long as it's say below $100). I was really hoping I wouldn't have to budget an hour to travel the whopping 9 miles from Penn Station to LGA, but I guess traffic is something that can't be ignored.

Was also looking into travel options from Newark Liberty International to LGA, and was hoping they'd have a train link shuttle or something but no such luck. All I can find is bus shuttles. If anyone has experience in this regard (quickest way to get to LGA from either Penn station or Newark Liberty during rush hour), please do share. Thanks again for all the help, you guys are awesome.

Whatever you do, I would suggest you not take a cab from Newark to anywhere past midtown/downtown Manhattan. To my house in Brooklyn the cab fare was over $100 after tip.

2 or 3 train to 125 st (20 mins) go upstairs and catch the M60 bus to laguardia(30-45mins )

it'll cost you $2.25 on a metrocard with a free transfer

La Guardia is always OK for traffic, the subway is infuriating if you are on a bus (going to the UWS to get to La Guardia is... not the most direct way).

The Cab will probably work out less that $30, though you will most likely have a toll ($5). Make sure you know which terminal it is leaving from - they are building up connections from the old Water Plane terminal (which is beautiful) but if you are meant to be there and go to the wrong terminal, you will kill quarter of an hour to get between the terminals.

JFK - if you are lucky, the airtrain can be quicker than a cab with the train from Penn to Jamaica. As for Newark, I will pay a premium to not fly from Newark nowadays. It is nothing but hassle.
