we dont require "than is" B&E eliminated

the sentence demands "that" in the starting for parallelism C has it

so my option is C

eliminated A & B for parallelism error : agreed that ...... but "that"


C. that more research was needed to determine whether balloon angioplasty preceded

E. that more research was needed for determining that balloon angioplasty preceded
