MBA fairs are a good idea, definitely take advantage of this. Try to discuss 5mn with the recruiting coordinator and with a current student or alumni brough by the school at the event. Follow up with a nice email to them just to make sure they can find trace of your commitment to attend the fair and visit them. Only drawback is usually there is a lot of people attending and people tend to stay all day around their favorite schools so be prepared to push a few people to be able to have some kind of conversation with your target schools...
Definitely submit your application after the fair ! And try to take advantage of the fair by mentionning your visit or the fact that you have previously talked with someone from the school at some point in your application...
