I think "to grant a concession" is better than "authorities' granting" or "authorities granting ", so eliminate A,B and D.
E -problem with"will" and "being"

that led the austrailian authorities to grant a concession ==> I would go with C if it were framed like this.

that led to the austrailian authorities granting a concession sounds better.

D for me.

I would select C by looking at later to be know as.
In D that would later be known by the name of is wordy and redundant
authorities' is wrong here So eliminate A and B
E is also wrong as it uses being

It will be helpful if someone throws some light on to grant or granting
When to use participle and when to use infinitive

C it is.

"known as" is better than "known by the name of"

Loss of revenue led to the......authorities to grant a concession.....to the company later to be known as......

The only problem in C is
C. authorities to grant a concession for Bauxite exploration to the company (later to be ) known as

hence I picked D

Let me 1st post the question again:
Loss of revenue in early 20th century from declines in tourism from Europe led to the Australian authorities' granting a concession for Bauxite exploration to the company that would later be known by the name of PHB Milliton.

I think the answer is D, because the sentence has 'led to', so its like X led to Y. Here Y is granting of a concession. therefore it should be "authorities' granting of a concession" or "authorities granting a concession".
Since there is only the latter, I would go for D.
