I would select C by looking at later to be know as. In D that would later be known by the name of is wordy and redundant authorities' is wrong here So eliminate A and B E is also wrong as it uses being
It will be helpful if someone throws some light on to grant or granting When to use participle and when to use infinitive

Let me 1st post the question again: Loss of revenue in early 20th century from declines in tourism from Europe led to the Australian authorities' granting a concession for Bauxite exploration to the company that would later be known by the name of PHB Milliton.
I think the answer is D, because the sentence has 'led to', so its like X led to Y. Here Y is granting of a concession. therefore it should be "authorities' granting of a concession" or "authorities granting a concession". Since there is only the latter, I would go for D.
