So first of all the good stuff: FANTASTIC improvement on that GMAT! For that alone you deserve a great congratulations. You have just successfully made your profile muuuuuuuuch stronger!
And now the less good stuff: Top 10 is a biiiit overambitious for you. I don't like to be the one to break hard news, but your very low GPA, fact that you are a non-IIT graduate from India is enough to dampen those chances. It's just that your applicant pool is so large and so competitive (what can you do, Indian candidates are super-celver, and fantastic at the GMAT!), and Top 10 schools, having their pick, will take the guy with a 3.8 GPA from IIT, because they can. So my primary suggestion, would be for you to consider schools ranked 10-40 as your aims. 10-20 will be about your stretch school level, and 20-40 about where you would be competitive.
I don't have a full profile for you here, and it is very possible that you have other strengths and weaknesses that you haven't written about here, and they might affect your candidacy, so feel free to elaborate more, or to ask any follow-up questions.
