Searton is the sole manufacturer of Re-geared Display Video (RDV) disks. RDV disks can only be played on RDV players, which are essentially DVD players with RDV attachments. Between 2007 and 2009, Searton opened 500 new kiosks to sell its RDV disks. However, since the number of RDV players sold in this period (2007-2009) did not increase significantly, it is likely that the number of users who have started using RDV disks has not increased significantly.

Let's break down argument..
RDV disk can be played only on RDV player..
500 distribution/sale point opened..
Sale of RDV player has not increased significantly so number of people who have started using disk has not improved significantly..

Now A is the ONLY one close by..
It says that people buying disk from these 500 kiosks already possessed RDV player but did not have disk..
Answer matches.

but word STARTING in conclusion is slightly confusing..
Very difficult to believe someone buying RDV player but not the disk and waiting for disk to come at later stage.

But then we are to take the argument as it is..
