Ans C, if we add just { 1, 6} we will have two modes 3 and 9

Logic - Set M already has two modes, 3 and 9

There are only two ways to make M continue to have two modes:
1) add one 3 and one 9; or
2) Add two unequal numbers not in the set

#1 is not among the options
#2 shows up in C) {1, 6}

Answer C

Options Looking only at existing modes and possible modes created:

A. {2,3}: 2,2,3,3,3,9,9. ONE mode now (3)

B. {9,9}: 3,3,9,9,9,9. ONE mode now (9)

C. {1,6}: 1,3,3,6,9,9. TWO modes now (3,9). CORRECT

D. {4,5}: 3,3,4,4,5,5,9,9. FOUR modes now (3,4,5,9)

E. {10,10}: 3,3,9,9,10,10: THREE modes now (3,9,10)

{1, 6} and we will have two modes: 3 and 9.
