Hi Team, I'm not clear about option B. Why the verb-ing modifier cannot modify the USSC and the pronoun it refer logically to landmark move?

Hi,

I still don't understand why A is logically incorrect. Why can't the USSC be strengthened by reducing the sentencing guidelines? How do we select E if A is not logically wrong? Or if it is, can someone please give a better explanation?

That doesn't make logical sense. How would a reduction in sentencing guidelines (= rules for determining the duration of jail/prison sentences) strengthen the government commission that writes the guidelines?

In this sentence, you need to notice that there are two observations of the same kind—namely, two initiatives to reduce prisoners' sentences.
• reducing guideline sentences for non-violent offenders
• giving Federal prisoners the chance to reduce their sentences through good behavior
If there are two observations in this sentence that reinforce or strengthen one another, these two quite similar things would be the ones.
