Taken GMAT 4 Times - Should I take again?

First off, a 700/Q44 is a fantastic score (it's just a bit shy of the 90th percentile overall), so you can comfortably apply to any Business Schools that interest you. While a Q44 might be seen as a 'red flag' at certain Programs, it won't necessarily keep you out of any Schools if you have a strong OVERALL Profile. Since you're ultimately asking Admissions questions, you would likely find it beneficial to speak with an Admissions Expert about your overall profile. There's a Forum full of those Experts here:

GMAC has publicly stated that the Official Score that you earn on Test Day is within +/- 30 points of actual ability. Assuming a similar 'swing' in how your CATs function, your various CAT score results - along with your Official Scores - show that you essentially performed the same each time (about 700 +/- a few points). You clearly handle certain aspects of the GMAT consistently well, but you also make certain consistent mistakes. Retesting - with the goal of scoring higher in the Quant section - is a reasonable idea, but if keep approaching this process in the same ways, then you will almost certainly continue to score at the same level. This is meant to say that to score significantly higher in the Quant section, you will have to focus on learning and practicing the proper Tactics.
