Let US dollars : 12
so, British Pound will be : 15
And french Franc will be : 5

So, as required US dollar will be 12/5 of French franc.

To accurately get the answer this video helps. "Of" means to multiply. Which is what you need in the final question of the problem. I suspect some of those who correctly answered the question flipped the coin and chose E.

The U.S. dollar costs what fraction of the French Franc?

The interpretation below:

USD = N fraction ( French Franc)

After you correctly equated the two currencies:

3FF = 5/4 USD

You get:

12/5 = USD/FF

Get D on one side of the equation and plug it into the translation of what the question is asking.

USD = 12/5 FF
