After comma we need a noun + noun modifier as we want to modify the various actions inmates perform.

(A) defying the rigid relationship barriers enforced.Incorrect
This verb-ing modifier wrongly modifies preceding clause and hence not correct
(B) defying the relationship barriers enforced rigidly.Incorrect
Same as B
(C) they defy the rigid relationship barriers enforced.Incorrect
we don't need IC as we don't have colon or FANBOYS
(D) an arrangement to defy the relationship barriers that are enforced rigidly.Incorrect
This would have been true if to were not used
(E) an arrangement that defies the rigid relationship barriers enforced. Correct
correctly modifies the various actions which are a result of an arrangement.

(D) an arrangement to defy the relationship barriers that are enforced rigidly (Incorrect modifier)

(E) an arrangement that defies the rigid relationship barriers enforced
