B is clear and concise. The number is singular and should be followed by ‘is’ not are so D and E are out for that.
A is too wordy with “almost twice as numerous asâ€

Yes, I vote B as well.
A) and D) "twice as numerous" is not correct
C) would not use "which" after "number of people"
E) changes the sentence by saying it IS twice, versus ALMOST twice
