Area = Length*width

(1) Gives relationship between length and width but not the absolute values. Hence Insufficient.

(2) Gives us the perimeter but no relationship between L&W. Hence Insufficient.

(1) + (2) : We can find the absolute value of L & W by using the perimeter and relationship between them. (2 eqns & 2 unknowns)
Hence Sufficient & we do not need to solve further.

Hence Option (C) is our answer.

St1 l=w+4
area= w(w+4)
insufficient

St2 p=2(l+w)
l+w=28
area =lw
insufficient

combining w+4+w=28
w=12
l=16
area=192 sq ft
