I would not recommend planning to skip any RC questions. The real effort in RC is reading & understanding the passage. If you skip the passage, you're likely to miss all of the RC questions consecutively. If you've already read the passage then you definitely don't want to skip a question, because those are the quickest to solve (you've already done the work).
I don't think there's any way to intelligently plan on skipping an RC question. If you must skip questions to get on track, you should probably skip CR or SC, whichever you are weakest in. CR usually takes longer to complete, so that may be the best type to skip. Most importantly, you should never skip two questions consecutively (unless you are completely out of time).
To answer the last detail of your question: I *believe* that all question types are weighted the same (i.e. a correct 700 level SC should award the same points as a correct 700 level CR or RC). Independent studies may show otherwise, but I haven't seen one that's scientifically accurate yet.
I'd suggest trying to improve your speed on RCs if you believe they're holding back your performance.
