I am quants-challenged too. Though I have not made it to 700, I actually did not need it for my target programs, I found that Manhattan GMAT was a very helpful resource for raising my score on quantitative part of the test. Try to identify your weekest points in math by keeping an error log on your diagnostic/practice tests and then get selected or all books from their series on math. When you buy their books you also get access to a few CAT practice tests, and additionally a bank of practice questions on topics related to book titles. From this forum you can find that Manhattan GMAT is highly recommended by many test-takers. Another consideration: if you are not a math wiz and cannot crack quants on a fly, pay more attention to doing practice tests in as realistic manner as possible with focus on timing. I would assume you probably ran out of time on your math section because of taking more time to answer the questions. Other books that I also found more helpful in my preparation were Princeton Review Cracking GMAT series. Good luck on the next re-take.

So, quant should definitely be the focus.
One of the main reasons for a lower quant score is not using the proper materials: would look into Kaplan math workbook or even better, get the quant MGMAT Guides. Number Properties, Word Translations, etc.

I already have the Kaplan Premiere Online.
