In considering A, if we know the number of apples and tangerines is 8, it's quite obvious that the number of oranges is 2. Hence this is sufficient

In considering B, because the number of oranges can vary. We cannot come up with a constant number for the total number of apples and tangerines. Hence this is not sufficient

Suppose total number of fruits be x.

Apples = $$\frac{3}{10} * x$$
Oranges = $$\frac{2}{10} * x$$
Tangerine = $$\frac{5}{10} * x$$

So, if we are able to get count of any of the fruits. we will be able to get total number of fruits.

(1) The fruit basket contains a total of 8 apples and tangerines.

0.3 * x + 0.5 x = 8 ==> x = 10 -- Sufficient.

(2) The fruit basket contains fewer than 12 oranges

We don't know total number of any of the fruit. -- Insufficient.
