a governor of state X in a speech to a chamber of commerce in state Y:
"Many businesspoeple in state Y who have never travelled to state X believe that we have inadequate airports. However, these people are mistaken. State X has spent more money per airport on improvement than any other state in the country over the last five years. Because of this, our on-time flight percentage has risen 5 points over the last five years and passenger complaints are down 10 percent over the same time period.

which of the following, if true, would most seriously undermines the reasoning the the governor X's argument ?
A. In the governor's state, spending on airport improvements has been growing more slowly over the last five years than in several other states, including state Y.

OA is E. However, can you explain why it's E and not A?

My reason is that since the governor said they spend the most per airport, it 's still possible that there is only 1 airport in X and so all the money is spent on that airport vs say 10 air ports in Y and thus, the amount per airport in Y is not as high as X. From A, we also know that the growth rate in x is less than that of in Y

Your analysis is aligned to find an "inferenece" from the argument when test writer asks us to find something that weakens the argument. Only E does that by suggesting that X's airports are so bad that even a substancial investment is not good enough and X's airports are yet to catch up with Y's airports in terms of the services they offer.

I was tempted to say A, but yes, it's E.

The conclusion is "these people are mistaken".

The only answer choice that directly attacks the conclusion is E.
