OA is E. However, can you explain why it's E and not A?

My reason is that since the governor said they spend the most per airport, it 's still possible that there is only 1 airport in X and so all the money is spent on that airport vs say 10 air ports in Y and thus, the amount per airport in Y is not as high as X. From A, we also know that the growth rate in x is less than that of in Y

Your analysis is aligned to find an "inferenece" from the argument when test writer asks us to find something that weakens the argument. Only E does that by suggesting that X's airports are so bad that even a substancial investment is not good enough and X's airports are yet to catch up with Y's airports in terms of the services they offer.

I was tempted to say A, but yes, it's E.

The conclusion is "these people are mistaken".

The only answer choice that directly attacks the conclusion is E.
