It directly shows C is correct.

Design is not the only criteria that affects avidity and cell signal alteration.
Please explain how A is correct ?


Note what the passage says:

"Nanoparticles were conceived of ..., but multiple studies have demonstrated that their design influences cell uptake, gene expression, and toxicity."
"The nanoparticle acts as a scaffold whose design dictates the number of ligands ..."
"several studies have shown that nanoparticle design can generate effects not obtained simply by a free ligand in solution"

The whole passage is about the design of the nanoparticles and how it affects other things.

Q 8. ... which of the following would be part of the best approach to develop a new therapy using nanoparticles?

What would be a part of the best approach to develop new therapy? The passage discussed how design impacts. Hence, studying design would be a part of the approach to develop new therapy. The passage does not give any clues about any other option.
