Choice C is incorrect because "on" is not used in Perfect Participle Active constructions. It is used in Indefinite Gerund constructions to show actions that immediately follow each other, e.g. On receiving the report, John called his supervisor. E is wrong because the participial construction is too far from the noun it modifies.
