It is clearly 4 to 1 split.
'it' in the portion not underlined clearly states that the Army is supposed to be singular. (A), (B), (C) and (D) are refer to the Army as plural. Thus, (E) is correct

A, B, C, and D all have issues with the pronoun being plural, "army" is singular "it"

I am confused as to what verb is had replacing in the comparison. Also, could you help me with the mistake in the option "than it did for any previous campaign" ?

Do you mean "had" in "it had provisions"? If so, that "had" doesn't replace anything.

I don't see that choice in the question.

If it were in the question, it would be a little off because "did" wouldn't have anything great to replace. Perhaps "did" could replace "entered with" though. So, depending on how loose the question writer wanted to be with what's acceptable, that choice could be considered correct.
