Option that provides a detail about how harmful runoff from a local factory has permanently damaged hamrat's habitat or food source should be the correct.
Only C explains that factory altered the flow of river thus causing flutterfish, prey of hamrat, to spawn in a different region. Ultimately, this led to decline in Blandenburg's hamrat population.

C and E are left after first cut of elimination.

No doubt C is the correct answer.

But it is important to know why E is wrong?.

It says that "In other town flutterfish are endangered because of competition with invasive species". "invasive species" might be the reason here, but we can not assume that. There is nothing mentioned about such species. So it is out. Other town is not totally out of scope here.
