we need to calculate % of students enrolled in 1973 & in 1993..
% of students enrolled in 1973 is total no of students enrolled/total population- 9/212.100=approx 4.5%
similar way % of students enrolled in in 1993-14/257.100=6%
% change- 6-4.5/4.5.100=55% hence B
