% increase = \(\frac{(final value - initial value)}{initial value}\)
= \(\frac{(13.9-9.0)}{13.9}\)=0.5444=54.44%

Please check your solution.

You have made a typo in your answer explanation.
By Your Calculation, the answer will be 35%.. which is not in option!!

= \(\frac{(13.9-9.0)}{9.0}\)=0.5444=54.44%

we need to calculate % of students enrolled in 1973 & in 1993..
% of students enrolled in 1973 is total no of students enrolled/total population- 9/212.100=approx 4.5%
similar way % of students enrolled in in 1993-14/257.100=6%
% change- 6-4.5/4.5.100=55% hence B
