I dont know the answer but here is my take.
I presume that you are asking this because you need the extra time of R3 to submit a quality application. In general if you had ample time and preparation, it is always better to submit in round1 (even if chances are same as round2, it helps knowing the decision sooner than later) However if your application does not meet a certain quality, you are decreasing your chances yourself. There is enough randomization in the selection process to say that your chances are higher with a quality application in rd3 than weaker app. in rd2. Good luck, pal!
